Abstract: A defense-level systems engineering competency model for use in key human resource functions, such as hiring, promoting, and administering skill(s) gap assessments, and for career path modeling and development planning, has been verified for use by the DoD. The model was verified based on analysis of a survey administered by the U.S. Office of Personnel Management of 6,011 incumbents (or employees) and 1,519 supervisors in systems engineering across the Navy, Marine Corps, Army, Air Force, and the Missile Defense Agency. This paper presents a summary of the competencies and tasks of the resulting defense systems engineering career competency model. A comparison of the competencies and tasks among the components surveyed is presented and analyzed. Conclusions are presented, along with recommendations for making the model easily and widely available for use.
