Abstract: | The purpose of this MBA Project is the finalization and completed comprehensive update of the Navy Contract Writing Guide that focuses on payment problems and issues throughout the United States Navy. The project was conducted with the sponsorship and assistance of the Office of the Assistant Secretary of the Navy for Research, Development, and Acquisition. The now out of date guide was originally written in 1996 in an effort to reduce problem disbursements as related to contract wording and organization. Since then it has been updated in 2003 and again in 2004 in an effort to provide organization and clear and concise solutions to current contract issues. Extensive research, incorporating interviews, and websites, was employed to make the guide relevant in today's acquisition environment. It has been reorganized to address and be in alignment with the best practices of current contracting organizations. The guide was made more user-friendly by the use of checklists and hyperlinks to references used throughout the guide. Additionally, outside research conducted on contract deficiencies (i.e., contract errors) is incorporated into the guide. |
