dc.description.abstractThe Phalanx Close-In Weapon System, (CIWS), was built as a terminal defense against current and evolving anti-ship missiles and aircraft which penetrate outer fleet air defense envelopes. Phalanx has evolved since then. Lower operational availability, escalating costs, and inadequate funding have prompted researchers and the Phalanx Program Office to conduct studies to examine certain aspects of the system. A comprehensive study was needed to look at all aspects of the program that will gauge the status of the current conditions, analyze the cost structures, examine the initiatives in place, and suggest areas which need further investigation. The objective of this report is to identify the weapon system's problem areas, if any exist. This report evaluates the status of and suggests research studies for improvement of the life-cycle support of the Phalanx weapon system. Evaluation is completed by reviewing the literature, analyzing the data, and communicating with the persons knowledgeable with the system. Exploring the conflict in the system and identifying the underlying performance drivers is the important objective of this research study.
