Abstract: This report analyzes contract spending on services by the U.S. Department of Defense (DoD) between the years 1990-2011. It does so using data from the Federal Procurement Data system (FPDS) in conjunction with other sources. It first describes the trends in overall DoD service contracting, breaking the dollars obligated down by DoD component (Army, Air Force, Navy, and civilian agencies), by service area, by level of competition, by funding mechanism, and by contract vehicle. It also presents the top 20 service defense contractors and the breakdown of service contract obligations by small, medium, and large companies. Next, the report analyzes contract spending in six service areas: Professional Administrative and Management Services (PAMS), Information and Communications Technologies (ICT), Research and Development (R&D), Facilities-Related Services and Construction (FRS&C), Equipment-Related Services (ERS), and Medical Services (MED). For each of these areas, the report presents how contract obligations are broken down by DoD component, by level of competition, by funding mechanism, and by contract vehicle. It also presents the top 20 contractors for each service area and the obligated dollars by small, medium, and large contractors.
