dc.description.abstractThis research presents a case study of the logistics support and sustainment protocol for the High Mobility Artillery Rocket System (HIMARS). HIMARS adopted a Performance Based Logistics (PBL) strategy that sought to ensure the cost-effective delivery of specified performance outcomes. The research concludes that this strategy has been a success largely due to the following attributes: 1. Appropriate alignment of contractor incentives with system and mission performance requirements 2. Clearly defined performance metrics which are straightforward, measurable and achievable 3. A program management perspective that encompasses a total system life cycle view 4. A supply chain management arrangement that captured the highly developed capabilities of the private sector 5. A public-private partnership that utilized the strengths of both organic and contractor organizations The research suggests that properly implemented PBL arrangements may hold promise for significant cost savings across the DoD.
