dc.description.abstractThis case is divided into three sections. Part I describes the history of the Naval Air Warfare Center, Aircraft Division, Indianapolis (NAWC-ADI); the Base Reuse and Closure (BRAC) process; introduces the key players; and describes the preliminary options put forth for the Navy and the City of Indianapolis. Part II discusses the wins for the Navy; explains how the details for implementing a privatization-in-place were worked out; shows how conflicts were resolved; and describes the award and negotiations processes. Part III describes what happened to NAWC-ADI after the privatization-in-place, and offers a commentary on the BRAC process, as a whole.
