dc.description.abstract | The paper and discussion address the international impact of US export control and technology transfer regulations. They highlight the current importance of this issue for the United Kingdom and outline an NPS-Cranfield University research project in this area. The focus will be on the experience of the UK with these US requirements in connection with the Joint Strike Fighter (JSF) program. This is relevant as the dispute regarding JSF source code access for the UK, resolved in 2006 at the President/Prime Minister level, was re-opened by the US in late 2009.This is a key topic due to the White House announcement in August 2009 of an initiative to change the US export control regime. And it is a timely issue for the UK, as it prepares to conduct a Strategic Defence Review, including a review of international acquisition relationships. The UK perception of its relationship with the US and the benefits of participation in US-led multinational projects will be influenced by its JSF experience. And the UK provides a unique perspective on the impact of US export control and technology transfer regulations, an issue of significance to those interested in multinational military cooperation with the US. | |
