Section 809 Panel - Recommendation #81 - Clarify and Expand the Authority to Use Other Transaction Agreements for Production

Abstract

This recommendation opens the aperture on the use of production other transaction (OT) agreements by providing the senior acquisition executive or equivalent with the authority to approve the use of production OTs where the current statute does not authorize the use of a production OT. This recommendation will ensure that the Department of Defense (DoD) has access to innovation from those small and nontraditional companies that cannot, or will not, enter into a Federal Acquisition Regulation-based contract with DoD.
