dc.description.abstractThe Volume 1 Report introduces the Dynamic Marketplace framework--an approach for an outcome-based acquisition system for providing the Department of Defense (DoD) access to the entire market. This report contains recommendations to update the process by which DoD acquires information technology (IT) business systems, streamline DoD's cumbersome auditing requirements, address challenges in how the small business community and DoD interact, update commercial buying, clarify definition of personal and nonpersonal services, remove statutory requirements for 13 acquisition-related DoD offices, and repeal 20 acquisition-related statutory reporting requirements. In all cases, the Section 809 Panel has laid out the rationale for change, and followed up with specific, actionable, statutory, and regulatory language.
