dc.description.abstractThis recommendation creates a set of enterprise level capability portfolios based on current functional capability boards that would provide senior Department of Defense (DoD) decision makers with an overview of fielded, developing, and planned capabilities across DoD. The enterprise level portfolio environment (led by nominees from both the Office of the Secretary of Defense and the Joint Chiefs of Staff) would enable closer collaboration among the three major elements of capability development and sustainment: requirements; acquisition; and planning, programming, budgeting, and execution.
