dc.description.abstractContinued reliance on continuing resolutions prevents deployment of critical new capabilities to warfighters by preventing the initiation of program new starts. Congress must allow the Department of Defense to initiate the acquisition of critically-needed capabilities, regardless of whether Congress has negotiated a funding bill.
