dc.description.abstractThe research focused on the background, history and implementation of the Competition in Contracting Act of 1984. The research was conducted by a review of the current literature, field research and interviews with key individuals involved in the Federal acquisition process. The purpose of the research was to determine how and why the Competition in Contracting Act came about and the issues involved with its implementation. The major value of this paper is its contribution to the historical body of knowledge concerning the Competition in Contracting Act
