dc.description.abstractThe Investment Review Board (IRB) annual certification requirement for defense business system (DBS) investments leads to unnecessary delays and is duplicative of the program objective memorandum in the planning, programming, budgeting, and execution process. Eliminating the separate requirement for annual IRB certification would facilitate more timely development and deployment of DBSs.
