dc.description.abstract | The current regulatory and statutory distinction between personal and nonpersonal services is outdated and inconsistent with the multisector workforce management approaches used by the Department of Defense (DoD) and other federal agencies. The distinction between personal and nonpersonal services should be eliminated and acquisition statutes and regulations should be revised to enable DoD to acquire contracted mission support services in the most efficient and effective manner possible for each unique requirement. | |
