dc.description.abstractProgram managers often need short-term support from information technology experts with unique skill sets to devise solutions for complex challenges. Current contracting practices take too long and add administrative costs, often preventing the Department of Defense from quickly accessing expertise in the private sector. This recommendation pilots a new authority to contract with individual subject matter experts in days or weeks instead of months, fulfilling competition requirements through the use of an online talent marketplace.
