dc.description.abstract | The current data collection process for Inventory of Contracted Services (ICS) adds cost but little or no value to the Department of Defense's (DoD) strategic decision-making processes. The panel recommends DoD develop a services contracting reporting and analysis system as a replacement for the existing ICS requirements. This system should be accompanied by a proposal that includes suggested statutory authorization language, a funding requirements estimate, and policy implementation language that addresses contractor reporting requirements. | |
