dc.description.abstractMany of the products and services on which DoD relies are available in today's marketplace for anyone to buy. Increasingly, sellers dictate how the Department of Defense (DoD) will behave if DoD wants access to the products and services they offer in a particular market segment. Instead of continuing to circumvent the acquisition system, the acquisition system must transform into a streamlined approach, especially for the procurement of readily available products and services. This change requires statutory changes, regulatory changes, and a culture shift that makes the delivery of warfighter capabilities paramount.
