dc.description.abstractIt's obvious from that initial hearing that a significant number of government employees are engaged in functions that could be cost-effectively performed in the commercial marketplace. Government agencies must concentrate their resources on core policy and authoritative functions. Wherever possible, Federal agencies should utilize competition afforded by the private sector, and try to utilize that competition in support of commercial and administrative activities. I'm concerned about the lack of reliable data to evaluate contracting policies that have been in place for 40 years.
