Abstract: On June 28, 2010, Ashton B. Carter, Under Secretary of Defense for Acquisition, Technology, and Logistics (USD[AT&L]), issued a memorandum titled Better Buying Power: Mandate for Restoring Affordability and Productivity in Defense Spending (Carter, 2010). In this memo, Mr. Carter issued guidance along with the objectives that he intended for agencies to accomplish. The tag line for this memo was doing more without more (Carter, 2010). Specifically, he wanted a 23% net annual growth in warfighting capabilities without any increase in budget. The objectives of the guidance were focused on delivering to the warfighter ample capability for the current budget. Mr. Carter went on to list 16 specific practices that provide incentives for greater efficiency in industry as well as adopting government practices that encourage efficiency.
