Abstract: This report presents the results of a study investigating the issues surrounding contracting out of Government procurement functions to private firms. Surveys were completed by and interviews were conducted with contracting and program office personnel in the Department of Defense as well as State and local government procurement officials. The primary focus of the research was the effectiveness of contracts which have been used to perform contracting functions, but also included are several problem areas related to the award and administration of these contracts.
