Abstract: Section 803 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328, requires the Secretary of Defense to issue guidance to address the training and development of the Department of Defense (DoD) workforce engaged in the procurement of services, including personnel not designated as members of the defense acquisition workforce. Accordingly, I am pleased to announce the issuance of the DoD Handbook for the Training and Development of the Services Acquisition Workforce.
