Abstract: Several recommendations focused on streamlining the bid protest process. Although some recommendations would increase transparency, others would establish limits on protests that may curtail contractors protest rights. The Panel's recommendations span from limiting the types of protest actions contractors may bring to requiring enhanced debriefings for disappointed offerors.
