Abstract: The reprogramming flexibility available to the Department of Defense (DoD) has eroded over the course of multiple decades. The current PA reprogramming dollar thresholds have kept pace with neither inflation nor the defense budget. Raising thresholds will decrease delays during critical phases of the program management and contracting process. Increased thresholds will also allow congressional staff to focus their attention on the largest or most critical programs, flowing down oversight over small programs to the DoD.
