Abstract: | Responsibility for acquisition of defense business systems (DBSs) is diffused across the Department of Defense, with no single entity accountable for results. Consequently, DBS programs take too long and cost too much to implement. Fragmented and overlapping oversight processes create a burdensome parallel acquisition system that hinders flexibility and inhibits use of modern commercial information technology acquisition and implementation practices. This recommendation combines authority for requirements, resources, and acquisition in a single entity fully empowered to manage DBS portfolios. |
