Abstract: | Currently, the U.S. bid protest system allows for challenges in the procuring agency, the Government Accountability Office (GAO), and the Court of Federal Claims (COFC). Challengers that lose at the agency level may bring the same, or a more refined protest to GAO or COFC. Challengers that lose at GAO may bring the same protest to COFC. For GAO to achieve its statutory purpose, the opportunity for a second protest opportunity at COFC must be eliminated. |
