Abstract: | The Federal Acquisition Regulation's (FAR's) commercial buying terms are confusing, inconsistently defined, or undefined altogether. The defense acquisition workforce has struggled to interpret and apply commercial buying policies and practices. Clarifying the related definitions to reflect congressional intent would enhance understanding of and preference for acquiring commercial items. |
