Abstract: | I appreciate the opportunity to appear before you today at this joint hearing to discuss the Administration's view of H.R. 3032, "Construction Subcontractors Payment Protection Enhancement Act of 1998." Reducing the risk of non-payment to subcontractors and suppliers working on Federal construction contracts helps to improve the likelihood of successful and timely completion of our construction projects and the effective use of taxpayer dollars. We believe our overall shared goal of reducing the risk of non-payment to subcontractors and suppliers can be effectively furthered without legislation through the pursuit of regulatory changes. |
