Abstract: The Davis-Bacon Act has become a defining issue for Republicans and Democrats on legislation ranging from building new schools to cleaning up after hurricanes. The latest dispute concerns application of Davis-Bacon prevailing wages to a $40 billion water pollution control bill. Opponents like Senator Robert C. Smith (R N.H.) have vowed to block the bill unless its Davis-Bacon provision is removed. Since 1994, opponents and advocates of Davis-Bacon requirements have repeatedly wrangled over the law �" advocates trying to extend its coverage and opponents trying to pare it back.
