Abstract: This paper presents a preliminary look at the Fiscal Year (FY) 2019 Department of Defense (DoD) contracting trends available in the Federal Procurement Data System (FPDS). This year’s study focuses on whether there is an ongoing transformation in the defense acquisition system in response to the 2018 National Defense Strategy and use of new acquisition approaches such as Middle Tier acquisition and Other Transaction Authority Agreements. Furthermore, this study looks at whether there is an emerging new paradigm for the development of major weapon systems. Finally, this report includes analysis of the topline DoD contracting trends.
