Abstract: | This research sets out to evaluate the existing infrastructure’s adequacy and identify potential gaps, specifically focusing on bulk ship-to-shore fuel delivery, a cornerstone for the successful implementation of the Expeditionary Advanced Base Operations (EABO) concept. To achieve these objectives, our research team leveraged the modeling tool Replenishment at Sea Planner, developed at the Naval Postgraduate School. The tool underwent adaptation to simulate a diverse array of operational scenarios, estimating surface combatants’ fuel demand to support EABO forces. By addressing critical gaps in the logistical framework, this study ensures the transition to the EABO paradigm is underpinned by an efficient and robust fuel supply chain. This study significantly contributes to enhancing the Navy and Marine Corps’ operational readiness and effectiveness in the challenging U.S. Indo-Pacific Command theater. |
