Abstract: | This research serves to help describe and detail how Web-based and mobile device software component technologies, IP licenses, securing requirements, business models and adaptive system evolution interact. It also highlights what policies, practices, or technologies within DoD and other government agencies can simplify or exacerbate OA system cost arising at different points in the acquisition life cycle. It seeks to inform the ways, means, and beneficial consequences of the transition to the cost-effective acquisition of Web-based and mobile device OA software systems whose acquisition, development, deployment, and ongoing evolution are agile and adaptive. |
