Abstract: This annotated briefing summarizes the findings of the study conducted by a joint Coopers & Lybrand/TASC Project Team from March to October, 1994, at the request of then-Deputy Secretary of Defense William J. Perry. The purpose of this study is to assist the Department of Defense's (DoD's) reform efforts by providing credible, empirically-based estimates of the industry cost impact of DoD regulation and oversight.
