Abstract: The Department of Defense's implementation of the Defense Acquisition Workforce Improvement Act (DAWIA) needs to be overhauled to introduce professional qualifications (demonstrated occupational competencies and proficiencies) in addition to certifications (an acquisition workforce member education, training and experiences). Developing a highly qualified acquisition workforce requires a career development model that continuously deepens and broadens defense acquisition workforce member's experience throughout their careers.
