Abstract: | The Department of Defense (DoD) has taken an unbalanced approach to professionalizing the workforce by focusing primarily on training to meet certification requirements, rather than enhancing the qualifications of the workforce. To develop the workforce, occupational qualifications and competency measures must exist from the time the member enters the workforce until they separate or retire. DoD should implement career paths that cultivate and develop key work experience. These paths should be integrated with a competency model that features technical and nontechnical skills along with associated proficiency standards for every acquisition career field. |
