Abstract: | The Department of Defense (DoD) has spent billions of dollars building the necessary software and institutional infrastructure to collect enterprisewide acquisition and financial data. In many cases, however, DoD lacks the expertise to effectively use that data for strategic planning and to improve decision making. Recommendation 88 would mitigate this problem by implementing congressional open-data mandates and using existing hiring authorities to bolster DoD's pool of data science professionals. |
