Abstract: | The report provides the Department a roadmap to not only effectively manage the workforce crisis, but to also take advantage of the tremendous opportunity we have for fundamentally reshaping our acquisition workforce. We must begin to recognize our employees as assets and then plan, develop and manage the civilian workforce as carefully as we do our military workforce. This requires we treat recruitment and development as investments rather than costs. |
